Job Description

The Community Resilience Activity-North (CRA-N) Project is designed to support community level resilience development and conflict prevention activities within the newly merged districts (NMD’s) of Khyber, Kurram, North Waziristan and Orakzai Districts within Khyber Pakhtunkhwa (KP) Province; CRA-N will pursue a multi-disciplinary and community participatory approach and will work in close coordination with the Government of Pakistan (GoP) at the regional and district level. The Grants Assistant will be working under the direct leadership of the CRA-N Regional Team Leader and under the overall supervision of the CRA-North Grants Manager and CRA-North Chief of Party. The Grants Assistant will provide regional technical and administrative support in the planning,implementation, monitoring, completion and closure of innovative resilience focused grant programming; with a particular focus on the development of Request For Application (RFA) packages for regional and district Civil Society Organizations (CSO’s), Community Based Organizations (CBO’s) and Non-Governmental Organizations (NGO’s); which will serve to support the reintegration of Temporarily Displaced Persons, enhance community cohesion and increase civic engagement while reducing marginalization and increasing resilience amongst remote communities within the newly merged districts.

II. Responsibilities and Accountabilities

The Grants Assistant responsibilities include, but are not limited to the following

  • Assist in Coordinating, collating and integrating information for the development and design of grant funded resilience focused programming within the assigned districts; while ensuring the timely compilation of program and project data.
  • During the pre-award stage, support the various stages of the competitive selection process for potential regional CSO, CBO and NGO grantees; and carry out the pre-award assessments to assess financial, programmatic and organizational capabilities
  • Engage in the drafting of Grant Award Agreements, inclusive of background information, objectives, theory of change, implementation plans, modifications/amendments, in accordance with the CRA-N Grants Department guidelines.
  • Maintain grants filing systems, ensuring that proper recordkeeping practices are maintained for all department documentation, inclusive of agreements, proposals, revisions, amendments, reports, internal grant trackers and donor databases etc
  • Draft regional grant award documents; including grant agreements, budgets and negotiation memorandums; review financial reports from grantees to verify financial compliance against approved grant budgets and report any non-compliances; conduct site visits to regional grantees and provide guidance on overall programming areas; with a particular focus on organizational systems and/ or procedures that may require improvements.
  • Identify regional grantee programmatic and grant management training needs, providing technical assistance where needed in collaboration with the CRA-North Grants Department; including the provision of training, material resources and short-term expertise.
  • Prepare all of the relevant close-out documents for regional and district-based grantees and ensure that CSO, CBO & NGO grantees submit the required final project reports and documents.
  • Support the Grants Department to design and facilitate training workshops on programming requirements for CSO, CBO and NGO stakeholders; while also liaising with grantee organizations to respond to grant programming queries and advise on processes and guidelines.

III)Required Qualifications and Experience


Education

Bachelor’s degree in Social Sciences, Humanities, Business Management, Development studies, Statistics or related discipline with 3 years of relevant professional experience and advanced skills in MS Office applications (Excel and Access), database management and/or statistical software packages (SPSS).


Experience

  • Minimum of 3 years’ experience working in areas of grant management, preferably with experience in community development, identifying and addressing community resilience gaps and understanding how to strengthen community cohesion.
  • Proven experience in report writing, editing and critical thinking.
  • Capacity to understand and analyze the local, district and regional implementation environment and how this environment caters to the effective design and implementation of community resilience focused programming suitable to the geographical, cultural and political context.
  • Knowledge of the newly merged districts (NMD’s) geography, culture and government structure is a distinct advantage.
  • Knowledge and experience working with USAID funded resilience focused programs is preferred.
  • Knowledge and experience working with IOM and/or other UN Agencies is preferred.
  • Experience in grants documentation research, including management and coordination of information flows and data management including collecting, storing, processing, and analysing grants data to generate required reports.
  • Ability to analyse data by using standard tabulation and statistical software packages (SPSS, Tableau, Power BI etc.) is desirable.
  • Excellent written and oral communication skills in English and Urdu, with proficiency in Pashto considered a distinct advantage.
